Ranking 

The Social Accountability Index is one of Ethiopia’s CSOs’ independent sources of Basic Service Delivery Data. It draws on general surveys with more than 100,000 everyday people and 1,000 experts to measure social accountability across six Basic Service Delivery Factors (BSDF): Availability of employee during working time; Timely Opening hour of the service provider; Service delivery based on the standards; Active compliant and feedback mechanism; Having sector’s plan based on citizens interface meeting; and Established mechanisms to keep the service takers happy. Factor scores are averaged to assign an overall social accountability score to each public sector.

The National Social Accountability Consortium (NaSAC) is working to create knowledge, build awareness, and stimulate action to advance the social accountability through nationwide. One of its objectives is to excel the positive relationship that exists between citizens and service providers. Effective social accountability increases the quality of basic service delivery, creates spaces for citizens to provide feedback to government, reduce mismanagement and corruption, and enhances good governance and development.

Traditionally, evaluating and ranking has been viewed as the domain of government task and CSOs refrain from such ranking act. However, through their campaigning, advocacy and lobbying efforts civil society organizations and CSOs in particular, play a large, and growing, role in social accountability at national and global levels and started in advancing public sectors and non-state actors to be accountable through ranking and other advocacy mechanisms.

The rank will be made for those public sectors that signed the contractual agreements between service providers and NaSAC. Thus, NaSAC always welcome those Ethiopian public sectors at each level to work and collaborate with us for common goals.

The National Social Accountability Consortium composed of 16 national local CSOs established in 29 February 2024 to implement an integrated social accountability programme, synergizing their different strengths and competencies. The majority of members of the consortium had extensive experience in implementing social accountability programs at national level in addition to integrated humanitarian and development interventions.
