Community Led Monitoring (Community
Addis Ababa, Ethiopia
Score Card) project had used a structured platform and rigorously trained Monitors/Data Collectors to systematically and routinely collect and analyze qualitative and quantitative data on health service delivery. This project had integrated with existing health facilities program in Somali region through the mechanisms of Identified, Collected Information, Monitored, Analyzed and Interpreted and Disseminated Information. For this purpose, assessment survey was conducted at each health facilities and community sites to assess the existing gaps, needs and barriers on health services. During the implementation of this Social Accountability – CLM (Community Score Cards) Program-, TCECA had accomplished major activities in order to achieve expected outputs and outcomes. For the legality and smooth implementation of the project, TCECA has signed Project Agreement with Somali Regional Bureau of Health, as well as MoU with Erer Zone Administration and Woreda Health Offices. Based on the Project Agreement and Work Plan; series of key activities were performed.
Currently, TCECA has been implementing the project entitled “Strengthening Community – Led Monitoring (CLM): Community Scored Cards (Social Accountability Program) Staring lsl October 2024 and ending 3(fh September to Lmprove Health through Empowering Clients and Communities” at Fafan, Jarer and Qorahay Zones in Somali region. From these targeted zones, Togo Wuchale Health Center, Deghabour Hospital, Deghabour Health Center, Kebridahar Hospital and Kebridehar Health Center; Jigjiga University Referral Hospital, Karamara Hospital, and Abele Health Center, Gode Hospital and Gode Health Center. This project has funded by PEPFAR Ethiopia Coordination Office/USA Government through the Lead Organization of Tamra for Social Development (TSD). The major objective of this CLM – Citizens Scored Card project is to improve health services through the mechanisms of identifying, collecting and analyzing data, disseminating the results, advocating for solution, and monitoring and follow up the change.
In the former Ethiopian Social Accountability Program (ESAP 2); TCECA had implemented the project in partnership with Consortium Organization of Union of Ethiopian Women and Children (UEWCA); and applied the Community Score Card Tool. The tool was successfully used to gather citizens’ feedback on public services such as Health, Water, Hygiene and Sanitation, and service delivery. TCECA had the beneficiaries of this ESAP 2 Program through the Consortium Organization of UEWCA and introduced this tool to community representatives that had applied in conjunction with the Phase 1 tools in the Ethiopian context. For this purpose, TCECA used Community Score Cards at three targeted Woredas selected from Erer Zone of Somali region.
In conclusion, Final Assessment Survey Report Citizens Scored Card through Community Led Monitoring Approach at towards improving health services gaps, needs, and constraints produced and shared with key local stakeholders. Specifically, the key findings of the survey were thoroughly discussed with Health Facility Managers; KPs, Data Collectors, CSOs and other key community actors during the Validation Workshop held at Fik Town. In general, the service provisions in the intervention areas in the Education, Health and Water and Sanitation Sectors witnessed significant improvements in quality and accessibility. And found that the past projects/programs were relevant to the needs and priorities of the target groups and responsive to government policies and strategies related to good governance and the protection of essential services. It has also been confirmed that the project has been less costly and effective in delivering the desired outputs. Promising trends have also been observed in sustaining what has been gained from the SA Community Scored Cards – CLM Project.
- INTRODUCTION
Tiret Community Empowerment for Change Association (TCECA) is an Ethiopian Civil Society Organization (CSO) established for not – profit – making Non-governmental Organization (NGO) in May 2005 with a vision to see prosperous and enlightened society where women and other vulnerable groups of community have access to all basic needs and facilities of life on equitable basis. It endeavors to build social and human capital through gender sensitive and people centered approaches. It struggles for self- reliance through sustained development. TCECA re – registered on 10th May 2019 by the Federal Authority for Civic Society Organizations (ACSO) and its Registration Certificate is bearing No. of 0267.
Currently, TCECA is a permanent member of seven (7) Umbrella Organizations, namely, Consortium of Christian Relief and Development Association (CCRDA), Union of Ethiopian Women Charitable Association (UEWCA), Ethiopian Civil Society Council (ECSC), Consortium of Ethiopian Civil Society for Civic Education (CECOE), Ethiopian Civil Society Form (ECSF), and Consortium of Civic and Voters Education Actors (CCVEA); and National Social Accountability Consortium (NaSAC).
- WORK EXPERIENCES OF THE ORGANIZATION
TCECA established for the purpose of improving the living conditions of disadvantaged groups of societies through the interventions of various programs/ projects in partnership with the interested donors. Improving the standard of living conditions of the disadvantaged and vulnerable groups of the community is the major goal of the organization stood for. Since its establishment, TCECA has carried out several activities in capacity building, education, health, civic education and other similar activities. Currently, it has been working at hard-to-reach, risky and pastoral areas of Somali and Afar regional state of Ethiopia through its Woreda Zonal Branch Offices and Youth Movement Volunteers.
TCECA has a proven track record in the thematic areas of Social Accountabilities, Civic Space and Human Rights. It had successfully managed programs in Community Score Cards (Community Led Monitoring), Civic Education, Peace Building, Policy Dialogue, Human Rights, Good Governance, and Civil Society Advocacy across various regions of Ethiopia. TCECA has work experiences on Project Cycle Management (PCM) and has earned recommendations from donors and government institutions for transparency and financial viability. TCECA had secured funds from IRI- CCVEA, UNODC, European Union (EU), UNDEF, Canadian Fund Local Initiatives (CFLI), IPAS Ethiopia, EU – CSF, USAID/PEPFAR, DFID – MoH, Global Fund, German Development Cooperation, the Embassy of Finland, VSO, SNV Netherlands Development Organization, and British Council/CSSP2 for projects related to Policy Advocacy, Human Rights, Social Accountability in Services Deliver, Gender Equality, Peace Building, and others across Addis Ababa, Tigray, Afar, Somali, Oromia, and Central Ethiopia.

3.1. PROJECT ONE: SA – Community Led Monitoring/Community Scored Card Program
TCECA had undertaken Social Accountability Program through implemented Community Led Monitoring (CLM) or Community Score Cards Project in the Year 2020 – 2021 at 15 Health Facilities selected from Somali Region that had funded by PEPFAR Ethiopia Coordination Office – USA Government.
